In a Board of Directors that has only nine members (3 ex-officio and 6 elected members).
When voting on board issues, does the Chairman of the Board have the right to request a vote of either yes or no from each board member, thereby eliminating the option to abstain?

No.
Regardless of the group (board, committee, general assembly) or size, every member has the right to abstain on any issue, and must abstain on certain issues.
