Q: In a Board of Directors that has only nine members (3 ex-officio and 6 elected members). When voting on board issues, does the Chairman of the Board have the right to request a vote of either yes or no from each board member, thereby eliminating the option to abstain? - T. White, Nov. 11, 1999

A: No. Regardless of the group (board, committee, general assembly) or size, every member has the right to abstain on any issue, and must abstain on certain issues. See RONR p. 402.
