In our organization we have a President, Vice President, Secretary, Treasurer, and seven Board members.
Can the President make a motion?
Or just advise and assist in the wording of all motions brought forward?

In small board meetings the President may make motions and vote publicly (unless the board has a rule or custom otherwise).
