Q: In our organization we have a President, Vice President, Secretary, Treasurer, and seven Board members. Can the President make a motion? Or just advise and assist in the wording of all motions brought forward? - R.M., Nov. 10, 1999

A: In small board meetings the President may make motions and vote publicly (unless the board has a rule or custom otherwise). See RONR p. 478.
