Parliamentary Procedure Q&A

Q: Can a parliamentarian cancel a vote on a motion which is scheduled for a later date which is determined not to require action from the association but merely requires action by the committee from whom the recommended action is requested? - D.M., Nov. 5, 1999

A: A parliamentarian has no extraordinary authority; he is an advisor to the presiding officer and to the organization.

It may make some difference how the motion was scheduled. If it comes from a bylaw requirement, for example, the organization must deal with the motion as directed. If it comes from an adopted main motion to Postpone To A Certain Time, that motion could be rescinded.
