Can a chair vote to establish a 2/3 vote - e.g., with 29 persons voting for three candidates, and one candidate has 19 votes, can the chair vote, bringing the total to 20 out of 30?

A:
Yes.
The chair may always vote whenever the vote is taken by a secret method, such as by ballot.
Otherwise, the chair may also vote if and only if that vote will effect the outcome.
