Q: Can a person elected to be a parliamentarian vote as a member of a Board of Directors? - R.U., Oct. 13, 1999

A: In a regular assembly meeting and meetings of large boards, the parliamentarian should not vote, unless it's by ballot or other secret method. (See RONR p. 458.)

In a small board (one of about a dozen members or fewer) or committee, the presiding officer - and, I infer the parliamentarian - may participate fully by making motions, entering into debate, and publicly voting. (See RONR p. 478.)
