Q: Can a Chairman who did not announce or notice absence of a quorum during a meeting, later claim the actions of that meeting to be invalid due to lack of a quorum? - T.R., Sep. 27, 1999

A: No, unless there is proof that the meeting lacked a quorum when action was taken requiring one. With such proof, the presiding officer can retrospectively effect a Point of Order, nullifying the action. This ruling is subject to Appeal by the assembly.
