Parliamentary Procedure Q&A

Q: Can a member be expelled without trial if the member will not have contact with the chairperson to arrange a trial? - G.U., Feb. 11, 1999

A: The member has a right to a trial; however, if a trial date is set with time enough for him to prepare his defense, and he refuses to participate, the assembly may try him in absentia. I recommend that the Secretary send him registered mail informing him of the trial date and time, of his rights, and of the procedure. If he replies that he cannot attend that meeting, but suggests a reasonable alternative, I'd do what I could to accomodate his request. Also, I strongly recommend reading and understanding RONR Section 60 before taking any step.
