Parliamentary Procedure Q&A
Q:
- Who decides if a word is inappropriate and a person can be fined for it?
- Is there a list somewhere of swear words?
- What happens if the Chair gives a fine for a word and the Parliamentarian disagrees?
- Jean Andrus, Jan. 25, 1999
A:
- The chairman may declare a member to be "out of order," or, any member may rise and say to the chairman, "I call the member to order."
See RONR pp. 640-1.
- There is no list of inappropriate words in any parliamentary authority.
However, any society may set its own standard of decorum.
We can imagine differing standards between, say, a church group and a motorcycle club.
- First, fines must be authorized in the bylaws; if they are not, they are as out of order as the bad language.
See RONR p. 639.
Second, the Parliamentarian has no authority; he serves only as an advisor on parliamentary procedure.
See RONR pp. 457-8.
