Parliamentary Procedure Q&A

Q: What majority vote is required to take away members' rights and where can I find the information in RRO newly revised/ RRO second edition? - P., Jan. 11, 1999

A: A two-thirds vote is required. You'll see this used, for example, when a vote on the motion for the Previous Question is taken, since its adoption prevents members from continuing the debate and making amendments. See RONR p. 396 for further discussion. (This is the 9th edition of Robert's Rules of Order Newly Revised. I don't have a copy of the second edition.)
