Parliamentary Procedure Q&A
Q:
How do you stop a lengthy discussion?
- S.S., Jan. 9, 1999
A:
There are two motions that will help: Previous Question and Limit or Extend the Limits of Debate.
- If the motion Previous Question is adopted, debate is closed.
When there is a break between speakers, gain recognition from the chair and say, "I move the Previous Question."
The motion is neither debatable nor amendable.
(RONR ch. 16.)
- An adopted motion to Limit or Extend the Limits of Debate will put limits on further debate (for example, for a certain amount of time or until a certain hour or event).
Between speakers, gain recognition and say, "I move that debate be closed at 3 P.M. and the question put," or, "I move that debate on the pending question be limited to 20 minutes."
The motion is amendable, but when made when a question is pending, is not debatable.
(RONR ch. 15.)
In both cases, a second is required, and the motion is adopted by a two-thirds vote.
