The President does not have the authority to stop discussion on any valid topic.
This would be a violation of the rights of the members who wish to debate, amend or otherwise deal with the question. (RONR p. 441.)
If I were presiding in this case, I might make the suggestion to the assembly that a committee could deal with the question better, and that a motion to refer the question to a committee would be in order (if indeed it was in order) at the time.
I would make sure any subsequent motion to Commit or Refer included the necessary details:
Unless the bylaws explicitly allow it, or unless the assembly specifically grants him the authority in a specific case, the President may not appoint committees. (RONR pp. 485-486.)
