Q: If a member makes a motion to do something and another member seconds the motion can the President table it and appoint a committee to research the subject in the best interest of the organization? - D.E.Y., Dec. 22, 1998

A: The President does not have the authority to stop discussion on any valid topic. This would be a violation of the rights of the members who wish to debate, amend or otherwise deal with the question. (RONR p. 441.)
Unless the bylaws explicitly allow it, or unless the assembly specifically grants him the authority in a specific case, the President may not appoint committees. (RONR pp. 485-486.)

If I were presiding in this case, I might make the suggestion to the assembly that a committee could deal with the question better, and that a motion to refer the question to a committee would be in order (if indeed it was in order) at the time. I would make sure any subsequent motion to Commit or Refer included the necessary details:
