Parliamentary Procedure Q&A
Q:
When a board member votes "no" to the minority, does that board member have a right to add a statement as to why he voted "no"?
- Anon., Dec. 3, 1998
A:
He may not explain his vote during the voting.
Instead, he could explain his (future) vote during debate.
This is true not just for boards but for all voting bodies.
(RONR p. 403.)
