Q: I am a member of the student government, but in the previous semester, I was a member of another body known as the Student Advisory Council. In this council, I had an amendment [to the bylaws] passed through the body. The process for amendments is it first goes through a quorum of SAC, then the Student Government, then the College association. It went through the first step, but the other steps are questionable; in any case, this amendment was placed into effect. The amendment was to have a student executive board. My government invalidated the board because of the process. However, can it not exist as a policy or special order, or standing committee, without it being amended to the bylaws? - B.A., Nov. 13, 1998

A: No, any board must be authorized in the bylaws. A board is of such a fundamental nature to the association that the bylaws is the only appropriate document. (RONR p. 472.)
