Q: What powers should be conferred on a committee so that it is free enough to operate creatively and yet not overstep the general policy of the organization? What wording would be appropriate to "keep the peace" between the committee and the organization's executive committee that may object to an action by the committee? - M.S., Nov. 1, 1998

A: This is undoubtedly a difficult question to answer. It calls for a matter of practicality, not of procedure. Not only that, but it is certainly dependent on several personalities involved. The only suggestion I dare offer is to make whatever authority the committee is to have very explicit and delimited. I would put the instructions in writing, perhaps after they have been word-smithed by the executive committee.
