Parliamentary Procedure Q&A

Q: First let me fill you in on the meeting. The meeting was called, the president did not show. This left the V.P. in charge. The president sent his request for change to all members of the board but one (the V.P.). During the meeting the request was read by a board member. The request was that the name of the club be changed. During this time, there was a discussion of the subject (old club/new club). The old club had not been dissolved and incorporated into the new club (thereby in my opinion it is still an old club). While the subject was in discussion, a motion was made to Divide the Question, which was seconded. However, the treasurer moved to Call the Question.

My question is, can the call of question be made while there is a motion on the floor to divide the question? - Anon., Oct. 26, 1998

A: Yes, Previous Question may be moved while the motion to Divide the Question is pending. P.Q. must be seconded, and it takes a two-thirds vote for adoption. If adopted, the motion to Divide the Question is no longer amendable. Note that the motion for the Division of a Question is not debatable to begin with.

To change the name of the club, it's likely you'd need to Amend the Bylaws and/or Charter. (That's where the name of the club is usually stated.) See your bylaws/charter re procedure for their amendment.
