The only thing written about this man is that he was "procurator of Judaea," and that he accompanied others, including former procurator of Judaea Tiberius Alexander on a mission during the Jewish Revolt. That he was Florus' successor (if Florus had one at all) has been hypothesized by E.M. Smallwood in her translatin of the War, but cannot be determined.
