Note: Some of the information will be jumbled and innacurrate. I'm apologizing for it now.
Our story begins in outer space, where the Road Rovers are searching for Parvo's space ship as well. Parvo sneaks up behind them and chases them into a black hole. The Road Rovers get away, as does Parvo's ship. But Parvo uses the black hole to work his new time machine device.
Parvo and the Groomer send back in time a small statue of Parvo, which is found in the past. Parvo intends to go back in time and stop Professor Shepherd from ever creating the Road Rovers. But before he goes, he has a last jolt in a machine that is supposedly making him a better man.
At that instance the Road Rovers has found the main base and begun a major attack. As they make their way to the control room, Parvo is shrunk to a normal cat. The Groomer accidentily sends it back in time to where the Professor (before he becomes the Master) tells Scout to stop chasing the cat, who is really Parvo.
In the past, Professor Shepherd is discussing testing out the transdogmafier on the five dogs who are now the Road Rovers. His assistant, Jeffrey Otitus, talks to some person who wants to see the transdogmafier used on a dog before buying into it or something, and he goes out to take Scout. But instead, he takes the cat, or "Boots", because Scout is too much trouble to take.
The transdogmafier changes Boots into the man we know as Parvo. But Parvo doesn't remember very much, except he is still evil in his old ways. He goes out of his way to take Scout so that he can see the transdogmafier work on dogs themselves. But instead it only make Scout crazy.
Back in the present, the Rovers finally make their way to the control room, where they see the Groomer go back in time. She returns to Parvo, giving him his name and bringing Parvo back to his original self. They make a bargain with Professor Shepherd. Scout for the final blueprints of the transdogmafier. The Professor agrees to this.
Suddenly, the Rovers go into the past to stop Parvo (who doesn't even remember who they are). All too soon Scout runs off. Parvo and the Groomer pursue Scout as the Rovers pursue the evil couple. Shag sends off some "fan mail" while they're at it.
The Master figures out a way to bring the Rovers back to the present while the Groomer and Parvo make the final arrangements with the Professor, faking the bark that proves Scout is still with them (he ran off onto a train). In the mail, the Professor receives a curious letter for him.
The Master welcomes the Rovers home. The Rovers believed the failed, but the Master reassures them that they still saved his life because Shag sent a letter to the Professor saying Parvo was going to double-cross him. Back in the past, we watch as Muzzle is rounded up as part of the humane society. In the back of the truck, Muzzle attacts attention from the "bad dog" of the car, but the canine form of Hunter leaps out to his rescue, beginning their relationship, and ending our 12th episode.
