Why is it often difficult to establish democracy in a country where there has been no prior history?

It is hard to have democracy in a country with no prior history because these countries often do not have educated people. If they are educated it is often with the propaganda of the government. The people have been used to the government making decisions for them and often providing jobs and medical care. They are not used to thinking for themselves and having choices to make about their lives.
