A monthly update of the GTZ Jaffna Rehabilitation Project     

JANUARY 1998   

Jaffna citizens in the densly populated southern areas of the city of Jaffna, now have access to potable water, an essential resource which was formally scarcely found due to the destruction of the pipe borne water system.   

One of the first tasks of this GTZ water supply project which commenced operations in Jaffna in March 1997, was to provide Jaffna citizens with this vital resource for daily living.  
 
 

30 large fibre glass tanks with a 2,000 litre storage capacity have been installed in public places, giving residents of the Gurunagar area easy access. 

Twice/ thrice a day water bowsers operated by the Jaffna Municipal Council fill these tanks which are scattered within a radius of 10 miles in Jaffna town.  

The bowers itself are filled at the water well located at the Jaffna Municipal Council premises. 

This water supply project serves a population of approximately 10,000 families in the Gurunagar and Fort areas.  

The formation of Water User Associations with the help of the JMC has commenced in the vicinity of the water tanks. These tanks will be replaced with proper water standposts once the main water supply source to the JMC area is rehabilitated.  
The GTZ Social Mobilization unit meet Water Users frequently in order to inculcate the need to keep the vicinity of these water tanks clean including a proper care system for the water tanks.  

The main pipe line & well rehabilitation at the Thirunelveli well field has been completed, and the GTZ expects to have a permanent water supply to the Gurunagar area restored within the next 6 months. 
The first step of this water supply project, is to rehabilitate the JMC water system to what it was at the commencement of hostilities in October 1990.

* Water supplied through temporary standposts : 5 Mn. lit.
* Total cost of supplying this water in Rs: aprox. 6 Mn 
* Distribution of water (April - December ‘97): 12,476,000 lt.
 
Our sincere appreciation to the Jaffna Municipal Council Engineer, Mr. Navaratnarajah and his team, who are responsible for the implementation of this water supply project.  

STOP PRESS The European Community Humanitarian Office (ECHO) has approved a grant of aproximately. Rupees.60 Million for the rehabilitation of 17 rural water supply schemes in Jaffna, including the islands.   
The work to be carried out under this grant has been entrusted to the GTZ Jaffna Rehabilitation Project.  
 

School Rehabilitation Programme
 
In co-operation with the School Development Societies and the School Works Department of Jaffna, the rehabilitation of 8 schools in the Jaffna peninsuala commenced in 1997. 
 
 
Housing Rehabilitation Programme
 
Under a KfW commodity Aid Grant provided by the German government, the rehabilitation of houses, sanitary facilities in schools and the rehabilitation of the Navatkuli warehouse are in progress.  
 
 
 The work is being carried out under the supervision of the GTZ. 
 
Training of Small Businessmen
 
24 persons from Jaffna, comprising of both men and women have undergone a ‘Training of Trainers’ course in Business Management, conducted in Colombo during the month of November 1997.   This was carried out by the Sri Lanka Business Development Centre, the partner organisation that has been selected by the GTZ to implement the "Competency based Economies through Formation of Enterprise (CEFE) programme in Sri Lanka
