The Voyager passes through an area of Space controlled by a race that refuses to let telepaths be smuggled through. Voyager's efforts are going well, until one of their inspectors makes known his desire to defect.
Again, this episode really needs another plot strand. The idea of a race of customs officials is quite fun, but although it holds the attention, there's not much else going on. The relationship between Janeway and her erstwhile defector is interestingly drawn as the captain plays her cards close to her chest about what she's up to. The whole episode is distinctly unmemorable, and Janeway's kiss, although it doesn't come as a surprise, does seems rather odd given what happens afterwards. Don't get too excited, people.
