A while back the government made history, by admitting for the first time that life may exist on another planet, and we have since been practically encouraged to believe. Though that sounds like a big thing, all they've really shown us so far is bacteria, which could exist practically anywhere. Though I'm not ruling out the idea that civilization once existed on Mars, or that civilization on this planet the product of that (we originated as one of their colonies), but based on the fact that Mars used to have liquid water and no longer does, and we have explored it before, it is widely believed by many, scientists much of the UFO community alike, that any civilization that once existed on Mars would have to be dead by now. So why is the government spending so much time and money exploring this planet?
The government is now undergoing more accusations of concealing the truth about UFOs than ever (See: Government Conspiracy), so they needed a way to try and clear their name. They discovered this bacteria from Mars a while ago, and thought telling us about it would make us believe that they've been telling the truth about their knowledge of alien life all
along. Then when everyone is into that idea that life exists on Mars, they put a lot of money into exploring Mars, and then they've successfully created a smokescreen for the truth about aliens. It is even possible that the whole malfunctioning Mars observer thing (the idea that the Mars observer NASA sent a few years ago was shut off by government after spotting Martian civilization) was just a ploy to make us think there was life on Mars, and surround the planet with more mystery.
