Ursa Maximus was created by the Japanese military after Russia created the cyborg monster Ursa Major, fearing their country was at risk of an attack. After several meetings with high ranking Japanese Officials Eiji Honda was able to convince the government to hand the robot over to Japan's MCCC taskforce located in Tokyo. So far the massive robotic bear has only been brought into action once to defend Tokyo against the rampaging annelid Tubelkhan. Impressed with how well Ursa Maximus fought and drove off tubelkhan the MCCC has negotiated a contract for all future Mechs to be produced by the Japanese military.
