Locke is a member of the underground rebellion movement who calls themselves 'The Returners'. He is quick, street-wise and agile...... perfect for a thief. Although everyone calls him a common thief, he always insists that he is not a thief, but a "treasure hunter".
He was the first one who helped saved Terra from the clutches of the Empire. With his numerous contacts, including the King of Figaro, Locke is an invaluable asset to the Returners.

Locke can help to "relieve" the enemy of their belongings in the middle a battle. In one part of the game, he even "relieved" the merchants and Imperial soldiers of their clothes..... you can imagine how embarrassing it is to be nude in a heated battle. The items that Locke lifts vary from enemy to enemy, but generally the tougher the enemy, the better the rewards. Equipped with the Thief Glove, he can steal and attack at the same time.
