This deck is meant to complete missions while waiting (hoping...) for the points from GOTT. It has some obvious weaknesses, the biggest of which is the lack of counter-cards. If the KU is used early, then there will be no defense against Revolving Door or some other unpleasant card.
Personnel in the Q's Tent were chosen for various reasons. Bok provides another Engineer, something ground decks can get away with little of but which still may be necessary. Vekma is a medical, but more importantly she's a female (something else this deck is short on). Koral provides an additional archaeology. Quark Son Of Keldar and Kahless are just favorite characters, and if you won't play with your favorites then what's the point? :)
The rest should be fairly obvious. If only there were room for more Uxbridges...
