TC-GenFlem accelerated through the ranks of the Confederate Marine Corps quicker than anyone else in the CMC's history. Aquired after the first war with the Black Knights, GenFlem later became an important tool against BK in the second war. GenFlem has a wide knowledge of military strategy, diplomacy, and politics. Fleming has been a part of the Confederate government since the September of 1998 when he was originally placed as Secretary of War at the request of TC-Talmak. A month later Fleming resigned the position to rejoin the CMC as 'General of the Army' during the slight skirmishes with the West Coast Brood. About a month after that, Fleming left the CMC to command UC Armed Forces in attacks against a member clan's enemy. With high support TC-GenFlem become Supreme Allied Commander of all United Clans forces until the Confederacy's withdrawel from the UC which sparked a short war with the depleted UC. After the Confederacy's seperation from the UC, Fleming was promoted as Commander in Chief of the Confederate Armed Forces by President Ivan Talmak.

During the next months of Talmak's first term Fleming realized the Confederacy still needed changes in the government as the TCAF was reporting massive losses in the ranks. Fleming then created the Confederate Party to force political issues in front of the government. Fleming and the Confederate Party forced congress to come to terms with the ranking system of the CMC and even paved the way for a new government structure and system in the Confederacy. During the next election the acts of the Confederate Party were main issues brought forth by many candidates seeking office. If it were not for Fleming refusing to run for president, TC-Talmak would not have become the first president of the new government in the election of April 1999. Fleming almost left the military completely to modify the government and get it to work more efficiently. April-June 1999 were horrible months for the Talmak Administration and Fleming highly criticized Talmak's policy of appeasement and unacceptable treatment of important allies. Fleming announced that he would run for president in the August 1999 elections. During the next couple months Talmak began to turn around and regained public support especially when he appointed TC-McCloud as National Security Advisor but it still wasnt enough to beat Fleming in the elections. TC-GenFlem officially became President of the Terran Confederacy on August 2, 1999. One of the most amazing things that will be remembered was that 26 new laws and one new government plan were approved in Fleming's first 48 hours. With the help of the Shadow Council and with the support of everyone foreign and domestic Fleming began the revival of the Confederacy. Unfortunately Fleming's domestic support began to fall as he reportedly suffered from a computer crash and wasnt available for nearly a week. Critics of Fleming began rallying much of the military and eventually the entire district of Mar Sara and seceded from the Confederacy and formed the Global Defense Initiative, which became a large problem of the Confederacy's. Although rebel attacks began to hurt the Confederacy, Fleming under the rumors of resignation, began a campaign against GDI that not many even knew about. Once Fleming was able to guarantee allied aid and neutrallity if neccessary he began getting the government back on it's feet and made TC-Ranger Secretary of State who immediatley began the plans for the Confederate offensive against GDI. Fleming granted a presidential pardon to the former Confederate Intelligence Department Head (who was tried and convicted of abuse of power) and the three began a covert campaign to destroy GDI from the inside. No TCIA agents were used inside GDI and most of GDI's downfall started when the main weapon (making up rumors to a GDI soldier with a big mouth) was put into play and in less than a week GDI collapsed and Confederate soldiers returned to the third district. The GDI Incident gave Fleming large support and he used it to maintain office into the next millenium.

Fleming has honored with almost every single award the Confederacy could give him and has been honored by foreign clans for his services to them as well.
