An insider to politics his entire life, Albert Brosky is a very ambitious individual. With his crafy and smooth personality, Brosky worked his way into office at a young age. He started as mayor of Washington, D.C., getting a reputation by pulling the city out of a slump, then set his sights on the World Council. He ran on an anti-hacking platform, and (to the surprise of most people) actually won a seat as a senator.
Once there, Brosky managed to become Chairman of the System Upkeep Committee, which meant he decreed how much money would be spent maintaining systems and decided who would program system patches. He has his sights set higher -- coveting Stephen Farlowe's seat or perhaps even higher -- but for now is content with his current lot. He continues to advocate stricter hacking laws and harsher penalties for violation of these laws, earning him the nickname of "Hacker Enemy Number One."
It was because of his position of Committee Chairman of System Upkeep, however, that earned him a brief scandal following the revelation that System Vector had been attacked by viruses, due to viral coding in the system patch he'd ordered sent to the small and out-of-the-way system. The man responsible for cleaning up the viral mess, the mercenary Nathan Justice, personally attacked Brosky in his senate office, but lacking physical evidence to back up his claims (the hacker responsible for writing the virus had escaped), Justice was forced to withdraw his accusations.
This has led Brosky to step up his anti-hacking rhetoric and even begin attacking the concept of vigilantism and mercenarism, but this only serves to make him more unpopular.
Brosky has a lean form, which he always wears expensive suits over, with an almost hollow-looking face and slick blue-black hair. He wears a self-satisfied little smirk on his face (which serves to infuriate almost anyone he meets). He also has an extensive security team, which was beefed up following Justice's attack on him.
