Wally West is actually the thrid person to bear the mantle of the FLASH. He is happy-go-lucky and sometimes not too bright, but is a dedicated member of the JLA.

Powers:
1) Heightened Speed (x2): +2000" move rate, +67 Initiative. Normal running speed is close to 500mph.
2) Heightened Agility B +17
3) Heightened Defense (x2): -8 to be hit
4) Vibratory Powers: 2d8 Damage, Range= Touch Only (Can be used as a Carrier Attack), Pr=2/atack. 22% destroy objects. 1 action to activate as defense, Pr=0. Vibrate through Objects, Pr=2/use.
Power Stunts:
- Hypersonic Punch: Adds up to 5D10 velocity damage. He takes 2d4 damage (cannot roll with) and Pr=5 every time he uses this stunt (successful or not).
- Run on water, Pr=1/hour.
- Wind blast: HTH attack that does no damage but knocks opponents back 2d4". He can also use this power to disperse gas, cusion falling objects (1/2 damage), etc. Pr=4/use.
- Zip-in, Zip-out: He can move in, attack a traget and leave on the same action (this is normally illegal). Pr=10/use.
- Hypersonic Speed: He is able to run at near light speeds for short bursts. Pr=5/turn.
