The answer is Sheridan. Picard will talk until there is no alternative but to take action (though I really blame the Federation's "Let's be friends" attitude). Sheridan will assess the situation, figure out what he has to do to succeed, then DO IT.

4 shadow ships suddenly appear, blat the warbirds, and disappear again.


Picard: "Excellent. You're pretty cool."
Sheridan: "Abso-fraggin-loutely."
Picard: "Hey, Mr Mordy"
Morden: "What do YOU want?"
Picard: "I heard the executives at channel 9 talking about those shadow guys too........."
