WEAK HALF.
This did not deserve to be a two-parter, and this episode (most certainly) should not exist.
Looking back it seems as if Ronny Cox's character was thrown into an established idea, and the role beefed up to create two episodes in place of one.
Tacky.

Part One is childish and simplistic. The federation are portrayed as doing very silly things. Very silly. Never could a covert mission have been so obvious. The captain of the flagship disappears (along with two vital officers) just before some vital negotiations. Obviously the Cardassians were going to notice. Whatever happened to subtlety?
And this whole business of "we don't like the new captain" is very phoney and forced. Cox's character is a caricature. He is not a real person. He's a twerp. Are we really to believe that Starfleet will give the enterprise to anybody? What a dumb story concept.
