Okay, here's the basic limits on new hsien Chars:
- The "[Classics Knowledge]=>[Title Background]=>[Dragon Nest Background]" rule will be enforced; furthermore, you may not have a Dragon Nest rating greater than 1, and that only if you can REALLY justify it.
- Notes referring to "should have" in the following section mean that if your character runs counter to that, you again need to justify it.
- No Tao or Nei Tan (Internal Alchemy) for starting characters.
- Only Earth-Fortune characters may start with Yin and Yang Chi scores balanced after Freebies are spent.
- Characters with the Martial Arts Skill need to get their form and Special Maneuvers approved; also, Martial Artists cannot also take Brawl.
- Resources background must equal or exceed Retinue Background (exceptions MUST be approved).
- Other limits on Backgrounds are limited in that section, below.

STEP VI: Specialites
- Now that you've got your Traits finalized, all Traits of 4 or better need Specialties.
STEP VII: Descriptions
- Hotei Form--Normal human, the body of the "host". Attempts to scan Hsien who are in Hotei are at +2 difficulty, and require one extra success for every rank of the Pakua Background.
- Animal Form--Hirayanu (commoner) Kwannon-jin only. Most Hirayanu are exceptional specimens of their type. Pakua benefits apply.
- Wani Form--"True form". Pakua does NOT apply, although witnesses will slowly forget, over time. Hirayanu appear as an exotic synthesis between Hotei and Animal forms (although decidedly different from the various "shifter" Crinos forms), while Kamuii come across as personifications of their Element (indeed the ignorant might mistake them for elemental spirits, Manifested).
- Mask of Shintai--The Wrath of Heaven Revealed. As per Wani Form, only more monstrous and terrifying, with long claws and vicious fangs. Spend X Yugen; viewers roll Willpower [6/7/8, depending on type of viewer]; viewers flee Hirayanu or bow to Kamuii for [X-successes] turns.
