A New Project Keeping in mind the above aims and objectives, we intend to start our work among the children who are orphaned and abandoned in the streets, to educate them with a career oriented education by providing an environment and opportunities, to become self sufficient citizens. This project will be called as "JOYFUL VILLAGE". The orphaned children will be grouped into small units of five and placed under the protection of a mother. This mother will also be a destitute woman who along with her own children, will take care of the other children. She will be trained in Mother and Child Care. Now this mother along with five children will be placed in a cottage type house, from where the children will go to school and be trained in different aspects of life. Thus the children will be taken care of by a mother as if in a family. This will be actually a FAMILY living among other similar families. Thus we will have 200 cottages in a campus of 100 acres just outside of the city of CHENNAI. In this " JOYFUL VILLAGE " we will provide all the facilities such as water, electricity, gas, various types of schools, technical institutions junior colleges, colleges, computer centres, art & craft schools, job oriented institutions, hospitals, playgrounds, shopping complexes, farms for growing vegetables, agricultural training institutions, mini health centres, etc. This will be done along with the volunteers, supporters and outside workers, who will help in developing this " JOYFUL VILLAGE ". Family-community will be the centre of this system. The sick, aged, disabled will be integrated into these communities. We are looking forward to put up this project, where we intend to take care of children in a FAMILY way. They will be educated in an environment of love and affection, live and employed, earn and grow up with others. In this way the child feels no longer an orphan or insecure. He knows that there is a mother who cares, brothers and sisters to play with, to shower and be showered with affection. Thus the child develops a responsibility to the family as it grows up. |
Analyses of the situation, problems and target groups The project area is Tiruvallore, about 30 km from Chennai. It is proposed to create a village similar to SOS villages or Cry. It will be named as Joyful village. The Project Director for the last three years has lived with the street children in the city of Chennai, studying the conditions of the children, who have no parents. Now nearly 80 to 100 children (both boys and girls) are known to the Director. He has lived with the children, eating, sleeping etc. He has himself studies the conditions of their living, eating, food habits, their behaviour and indifferance to life. Very often they have to find work. They do not find work so they do not have food and have to beg. Begging is to shed their humaness to the society. They become slave to others, they loose their right to live and they become toys in the hands of the rich. Very often they are mis-used with sexual aggression. The treatment is both for the boys and the girls. They take shelter in the railway stations and the bus stations. Usually the children are harassed by the the Police and Railway protection force. Director himself wanted to experience the treatment of the Police to the children. By some pretext the Director himself was taken by the police and he has undergone the attrocities of the police for himself. Similar treatment is experienced by the children. In these circumstances, the Director along with volunteers have held discussions with the children to think regarding themselves, to plan for the future. Many children are orphans and not gone to school. Their main problems are:
Many discussions have been held regarding Orphanage systems and Boarding school systems. There are many evils, wich cannot be corrected in these systems. The children need a family atmosphere. They prefere to live in a family to feel and enjoy the affection of a mother, brothers and sisters. The volunteers and the Director have identified the mothers too, who are destitutes themselves. Usually they have there own children. They are also poor, uneducated to bear the burden of bringing up their children. They have to take up menial jobs. The target groups are the children from the streets and mothers who are destitutes, who have been so far left abandoned. They will have a place in the village experiencing all the objectives mentioned above. They will be the masters of live in this village. It is they who will run every aspect of the village to make it a succes. Constant meetings and feed back from the comunity will be their participation and contribution given by the inmates of the village. |
More about the Project Here comes the idea of the village, while the children choose a mother and live along with her and other children. A mother adopts two children along with hers. They live in a family environment that makes things easier to work. Such families are organised for the safety of the mother and children. Now these families are organised and placed in a village atmosphere. Thus a new village will be created for these families to live. In the beginning stages of organizing this village the families need support for food , clothing and maintanance. As the village grows there will be farms developed from where the families will have their food and work. This village will be in Tiruvallore, about 30 km from Chennai. One hundred acres are available from the Government . The Government proposes to give this land on lease to ACCESS for 99 years. Or even if the land is not available from the Government, the land can be purchased from the private parties for a nominal price. Tiruvallore is easily accessable by train or bus. It is an agricultural area. There are no NGO's around, except those of cooperative societies of milkproduction, farm and ration shops run by the Government. At the moment there is no contact or any impact with them. This will be a new project in this area. The idea of family system is new one. The village that will come up will be provided with every facility, of water, electricity to develop the land. In the beginning volunteers will start living there to supervise farming. Farming will be done with the help of outsiders for wages. The houses/cottages for the children will be also put up. In the beginning only 10 cottages will be constructed and it will look more like a village. The children and mothers will start working in the farm growing food and vegetables. As these 10 families settle down, there will be schools built, where children can go and study and learn to read and write. There will be technical school constructed for the children to learn technical skills. More emphasis will be given on agrobased industries. There will be many stages of growth. A period of five years is needed to rehabilitate 1000 people, that is 200 families. That means 800 children and 200 mothers. When the village will
be selfsufficient, there will be additional children can be taken into
the village. The management will be done by the people living in the
village itself. |
STRUCTURES Administrators / Family Villages / Governmental leaders/ Volonteers
This project being a new one care will be taken for participation and management from the target group apart from the volunteers and Governing body of ACCESS. The mothers will be trained in mother and child care. They will be given skills of management and administration, apart from the volunteers, who would help in the financial management, adminstration, planning and automation. So far there was no insitutional organization. But there is the experience of the Director, who himself is well experienced in organizing people. His methodology is one of awakening consciences or conscientization process by action and reflection. His bio-data is attached. |
Cooperation paterns Director of ACCESS has some friends among Government authorities and they will help in putting such project. In fact the District collector is very happy to have this project in his area and he will do all help to put up the village. There are no organizations of NGO's working in this area. Therefore the presence of ACCESS will be a unique one for the people and other Government organizations. Director is familiar with local NGO's in the city of Chennai as well as some international charities and with Human Rights Commission in Geneve. |
At the moment, whe have no budget. we live by the contribution of some personal friends of the Director. He also helps in making export to other countries, as an agent of merchandize and makes money in this way. So far there was no effort made for local contribution. |
