Age old law demands that no trace of vampiric existence be revealed to the mortal population. To reveal such would place all of the Kindred in jeopardy. If the mortals ever learned of the existence of vampires there would be another inquisition. Violation of this tradition is the most grevious of offenses. The strenght of a combined mortal population would be far greater that anything that the kindred could muster and would be the end of the children of Caine.
This tradition is the right of the Prince to rule a city. All other vampires must petition the prince for the right to live in his city. The Prince grants each member of his city thier own domain within his to use as haven and feeding grounds. Each vampire is master of his domain and within it his word is law. The one exception to this is that the entire city is the Princes domain and no can claim domain over him unless he allows it.
This Tradition means that only with the permission of ones elder can a vampire create progeny. In most cases this means the Prince. However if a vampires sire is available then the vampire seeking to create another must recieve permission from thier own sire AND the Prince of the city. The Camarilla supports the right of the Prince to restrict the creation of new vampires as this is one way of protecting the Masquerdae.
One who creates a child is responsible for that childe's existence. While still a childe under the care of ones sire a vampire has no rights. They exist on the whim of thier sire. If a childe commits a crime the sire is held responsible for the childe's crime. The childe has no rights until formally presented to the prince. This is done when the sire feels that her childe is ready to take thier place in kindred society. Until the childe is presented anyone may kill or feed from it. The sire must protect it from any danger. If the prince refuses to accept the childe then it must leave and find a new city in which to dwell.
When entering a city the newcommer must present themselves to the prince. This is simply a matter of formality: one knocks before entering. The Prince has the right to refuse acceptance of newcommer. Those who do not present themselves to the prince had best be powerful enogh to withstand his anger.
Only the Prince may order the destruction of another vampire. Any vampire aside from the Sherrif who kills another without the Princes permission has broken this tradition. It does not prohibit violence just the killing of another vampire.
