neil was brought up on bajor but was to young to get into the fighting because of the ocupation and the death of is parents early in life is background berfore the federation is extremily sketchy.when it stoped he decided to join starfleet as a way of helping stop people like the cardasians doing what they had done to is people he excelled in tactical maneuvers in the academy and was especialy good at espionage he tried to cheat the kobashi marue so that the klingon captain knew him and respected him the only problem was he was caught and expelled for 30 days. the academy officials took over a week debating on what punishment they would hand down to him. Which keept him wondering every day for that week and he wasn't able to sleep.

Finally after seven long sleepless nights they called him in..The moment of truth came. They handed down a decision that required him to spend 30 days suspension from flying duties and 15 days tutoring freshmen cadets and they also made him retake the kobashi marue test three additional times, under different conditions and times.this meant he was unable to cheat and obviously failed as expected,he was also made to stay in the academy grounds for the probation period of 30 days. After leaving starfleet academy he was posted on the uss hood, he hopes that experience on the frontiercould lead the way to promotion.
