Seed Q's at the missions you are planning to attempt,als seed Assign Mission Specialists using it to download two specialists. Use Ready Room Doors to continue downloading Assign Mission Specialists and then use them to download more specialists. When you've got some extra Leadership(to avoid Brain Drain possibilities)and the integrity to beat Q attempt your missions. Once you've gotten this deck moving you should be able to get all of your missions done in one or two turns,unless they are using Mission Debriefing. The Federation is probally the best choice for this deck as they have the most mission specialists as well as ones with high integrity making it much easier to pass Q.
