of URSA
Psionics in URSA is not a large class, only a hand full of key NPC's and only one or two PC's right now. Though, they are here in URSA. I have tweeked the rules stated in the Psionic Handbook(Phb) to fit URSA.

Psionics in URSA are mainly for people of wealth, who can obtain wealth, Planar, or Wild Talent. In other words, noblity(who can offered the training), rouges(who can 'aquire' the wealth), races from PLANESCAPE, or those born with the ability.

There is no offical school or organization in URSA. Those who have the psionic ability do and try to keep it quite. For once a psionic is discovred, they are more hunted than high level mages in combat. For the power of a psionic can bring even the toughest or powerfulest of fighters or mages.

The closet to a school of Psionics is through the Monks of URSA or the Dedicated. They are not taught Psionics, but are trained at such intense levels, most psionics of URSA are Monks, while many high level monks do have the talent.

Most of the rules are the same as stated in the Phb...the only difference is who has a 'Closed Mind' and what does it take to open it.

A psionicst is considered to have a closed mind...meaning that another psionist can NOT do anything to the first without 3 succesful mental attacks upon the closed mind. The Phb states that non-psionist have open minds, allowing extremly easy access of the psionic to the most powerful of beings.

Below is a chart I use to determine if a character has a CHANCE of having a wild talent. Wild Talent means that a person is born with an ability, but has not received training to further the ability. Wild talents are considered to have a CLOSED mind and do need 3 succesful attacks to open.

If a character has a 5% chance of having a wild talent, then that character is considered to have a CLOSED MIND...but...since that character is not a psionicst, only 2 successful attacks are needed to open the mind.
For Psionics; Wisdom, Intelligence, and Constituion are the three main abilities unique to the psionic.
So if the:
WIS, INT, CON is a 20 then.........5% chance
is a 19.................4%
is a 18.................3%
is a 17.................2%
is a 16.................1%
is a 15.................1/2%

If the character is between levels 5-7......1%
8-11....2%
12-15..3%
16 ....4%

If the character is a mage, monk, or priest, OR non-human then multiply by .5%

Example:

What I am focusing on here is that, mages-clerics and monks have received special training to strengther thier minds. They will have a better chance at protecting thier mind than an average person. Plus, ANY...ANY ability above 13-14 is considered ABOVE AVERAGE. In other words, the only people with numbers higher than average are major NPC's and PC's....and with stats up that high, the mind has a better chance at being 'closed'.
