The SSD Chain-of-Command is basically quite simple and can be found in the image below. As you can see, of the SSD's six major divisions, only four are represented in the Chain-of-Command. When the Chain-of-Command is not applicable, seniority designates command responsibilities. The SSD is under the Command of Starfleet Intelligence which makes the commander of the SSD the Chief of Intelligence Operations of Starfleet Intelligence.
