Ken
We start off the third season with an interesting villian. Ken pretends to be a concerned person who really cares about the kids on the streets. He takes them into his home and then he pushes them thru a portal to his home world where they are used as slave labor for the rest of their lives. Buffy who goes after her friend, Lily, ends up fighting off the aliens and getting the kids out of there. She also kills Ken, so he can't do this to anymore kids.
Coquistos (sounds like "Kisstoast")
The oldest vampire is the main villian in "Faith, Hope, and Trick". He's so old he actually has hooves for feet and hands. He wants to kill Faith because she gave him a scar. However, with Buffy's help Faith slays him at the end of the episode.
Mr. Trick
Starts out being Kisstoast's right had man in "Faith, Hope, and Trick" but after he's killed off Mr. Trick takes over as the main vampire in town. He organized Slayfest '98 in "Homecoming" to kill off Buffy and Faith but that plan failed. Then, in "Band Candy" he helped the Mayor organize a distraction for the adults of Sunnydale so the Mayor could make a tribute. This was, of course, thwarted too. Mr. Trick is unique in the way that he is the only vampire we have seen so far who would rather have someone or something technological do the fighting for him. He isn't very fond of getting his own hands dirty. He got dusted at the end of "Consequences" by Faith while he was trying to kill Buffy.
Mayor
He's first introduced in "Homecoming" where he forms an alliance with Mr. Trick. He seems very particular about things and people being clean. We know that he paid tributes to get where he is right now, that includes tributes to snake-like-demons. He's also alluded to the fact that he may have sold his soul for some power. The episode "Band Candy" is about his attempt to pay tribute to the snake-like-demon. Then in "Lovers Walk" he sent a "commitee" to dispose of Spike. When Mr. Trick was dusted in "Consequences" Faith came to take his job. The Mayor had recently undergone an invincibility ritual in "Bad Girls" before Mr. Trick died. Even though he is obviously evil the Mayor has a kooky side that considers miniture golf and making kids drink milk equally important as getting rid of annoyances like Buffy. At the end of the season Buffy used the fact she injured Faith (who the mayor came to view as a daughter) to make him chase her in his serpent form ("Asension" refers to a human transforming into a pure demon) into the bomb filled library where he was blown to bits.
Pete
He appears in "All Men Are Beasts" (aka "Beauty and the Beasts") as a guy who does a Dr. Jekhill and Mr. Hyde routine to keep his girlfriend form leaving him. He eventually kills his girlfriend, and Angel ends up killing him to protect Buffy.
Gwendolyn Poste
She makes her first and only appearance in "Relevations". She introduces herself as the new Watcher appointed to Faith. However, in the end we find out that she was kicked out of the Watchers' community because of her misuse of dark powers. She uses Buffy and Faith to get a special glove that gives unimaginable power. She does end up putting it on and uses the powers of lightning to hurt the Scooby gang. Buffy manages to slice off her arm that is wearing the glove, thus cutting her off from her power source. She is then electrocuted by the very lightning she was trying to use to kill the others.
Onya
Onya is an over 1000 years old evil genie who granted wishes. In "The Wish" she granted Cordelia's wish of having Buffy never come to Sunnydale. However, Giles broke her power base so now she's just a regular teenage, high school girl who only has memories of being a feared entity. She tries to get her powers back in "Doppelgangland" with the assistance of Willow but the spell goes wrong and that's how we got evil Willow for an episode. We know the members of the Lower Worlds are not going to give her the powers she used to have back so she has to get them back herself or face a normal life. Well, she attempts to be a normal teenager in "The Prom" when she goads Xander into going with her. Then, in "Graduation Day" Part 1 she actually describes an Asension to the Scooby Gang because she witnessed one a few hundred years ago. After she gives all the information she can she decides she's going to leave Sunnydale before the Asension happens. However, she before she goes she asks Xander to go with her but he turns her down because of his loyalty to Buffy.
Hansel & Gretel
Believe it or not these two are actually an illusion created by a demon to get society to attack itself. The demon manifests itself as two murdered children with evidence the murder was commited with witchcraft. Then, the demon sits back and watches as paranoia and prejudices prevail and cause the community to lash out at people who are "different" from the mainstream. The demon feeds off this negative energy. Hansel and Gretel made their appearance in "Gingerbread".
Jack O'Toole
He's the leader of a gang of zombies in "Zeppo" who try to recruit Xander. Xander faces up to this bully and prevents him from blowing up the school. At the end of the episode Jack walks into the closet where they are keeping the werewolf Oz. Oz eats Jack, end of Jack.
Boy and Hellhounds
In "The Prom" a boy angry about not getting a date trains hellhounds to attack people in formal wear. His great plan is to unleash the beasts at the prom where they can eat the people there. Buffy thwarts the boy easily and kills the hounds almost effortlessly, leaving her time to change into her dress and have some fun.
Faith
She has crossed over to the Mayor's side. Her fall from grace started in "Bad Girls" when she accidentally killed the Deputy Mayor. She discovered she had a taste for killing and it didn't bother her. In "Consequences" she kills Mr. Trick and takes his place as the Mayor's second in command. For a few episodes she was able to convince the gang she had reformed herself but when Buffy and Angel set up a sting operation to figure out where her loyalties lie they discover her alliance is with the Mayor. However, in "Choices" when she sees the huge spiders come out of the box that is part of the Mayor's Asension she starts to reconsider, although it only lasts for a few seconds, you might miss it if you don't watch her face closely and pay attention. But she goes back to the mayor because he treats her like a daughter something she seems never to have experienced before. At the end of part 1 "Graduation Day" Buffy finds her apartment and wants to use her blood to heal Angel. Faith has other ideas and even when Buffy stabs her she'd rather die than help them. She jumps off her building and lands in the bed of a driving truck. In "Graduation Day" Part 2 we learn she's in an irreversible coma. She comes to Buffy in a dream and actually helps Buffy, pointing out that the mayor still has human weakness. So, in the end it took a coma to get Faith back on the side of good.
