Simione has been the leader of Prometheorg for more than 30 years. He was originally the second in command onboard the Prometheus, and took over leadership following the death of the original captain during their arrival. He has done an able job of building the ARMOR city-states to their current strength. While the original plan to invade the Baltimore City-States was not his own, he did sign off on it and dedicate the resources that should have been enough to complete the invasion. With the failure of the invasion, Simione has been using the majority of Prometheorg's resources to rebuild the armies.

As beautiful as she is devious, Clarise has no qualms using her great beauty to get her way on the Executive Council. This is aided by the fact that she is far older than most people believe her to be. Born of low-level Executive Martian Purebloods on ARMOR-dominated Earth, Clarise worked her way into an assistant position for the planned Invasion. When the Prometheus crashlanded on Rifts Earth instead of her own, Clarise supported her boss long enough for him to earn a position on the Executive Council. Then in a devious scheme of betrayal, that has grown to be a legend among the Martian Executives, she had him disgraced and replaced on the Council. Since then, she has been ruthless and efficient in making sure that all of her accounts are in order and the same can't be done to her. In doing so, she has ensured that Prometheorg has run surpluses and profits during her entire tenure.

Nicholai Frost has been the chief scientist of ARMOR's R&D for almost the entire time they have been on Rifts Earth. While he did an excellent job in ARMOR's early days on Rifts Earth in getting Gennie Development underway and organizing ARMOR's mining interests, he has been resting on his laurels for almost 20 years. With the loss in Baltimore, many of the younger scientists are no longer following his lead, and are now striking out into unexplored scientific areas. While he still "leads" R&D, his position is mostly as a figurehead now, someone to report to the Executive Council and keep them out of the real scientists' hairs.

Davius is a grandson of Simione Grozenski. Of mixed Human and Martian blood, Davius was born here on Rifts Earth. Earning rapid promotion both due to his heritage and his excellent skills in bio-genetic manipulation, Davius is often picked to represent Prometheorg at foreign events, such as the Weapons Exposition recently held in Expo Town. When not experimenting on new breeds of Terrines, Davius can often be found on research expeditions both inside and outside of ARMOR-dominated territory.

General Tragg is the oldest serving Terrine officer in ARMOR's armies. However, despite nearly 50 years of service, he didn't gain upper command level ranking until after Prometheorg's failed attack on Columbia. His was the first brigade to recieve the new 2nd Generation Terrines, and the majority of his troops are now ranked elite among ARMOR's armies.

Veg Rockne holds the most unique position within the Prometheorg Army. Not only is he a Colonel in the Special Forces, he is also the Ambassador to Norfolk-GAW. He earned this position through both 35 years of service to ARMOR, and the fact that he was bred to pass as fully Human. Other than some slight genetic tweaks to enhance his reflexes and ensure his loyalty to ARMOR on a genetic level, there is almost no difference between his genes and those of a purebred human. He uses his position, and the regiment of human and Combat Gennie Special Forces under his command, to ensure that GAW-Norfolk (and by extension, the CS) sees only the human face of the ARMOR City-States. All dealings between GAW-Norfolk and the ARMOR City-States come through him.
