Constitution of the Terran Confederacy

Article I
Section One: The formal title of this organization will thus forward be known as the Terran Confederacy.
Article II
Section One: The government power shall be vested in a Senate, Supreme Court, Prime Minster, Vice President, and a President.
Section Two: The Senate shall be composed of one person for every twenty people or every district for a term of four months.
Section Three: The Senate will be the only government positions along with the Vice President that will be allowed to propose new laws and amendments. Any senator is capable of making a proposal. If the majority of the senate ratifies the proposed law then it is to be sent to the President for final ratification.
Section Four: The Senate is the only government positions that with 100% of the vote can impeach the President of the Terran Confederacy.
Section Five: The Senate is the only government positions that can with 100% of the vote can impeach the Prime Minister of the Terran Confederacy.
Section Six: The Senate is the only government positions that can with majority vote impeach the Vice President of the Terran Confederacy.
Section Seven: Senate votes must be conducted by 24:00 hours. After that senate votes are closed.
Article III
Section One: The executive authority and powers of the clan shall be cested in a President of the Terran Confederacy. He is the leader of the clan and serves as Commander in Chief of all armed forces within the Terran Confederacy: Civilian and Federal.
Section Two: The President has the power to veto any law proposed by the Senate. The President can override any veto made by the Prime Minister but his override can be overrided by the Senate with a majority vote and approval from the Vice President.
Section Three: The President is to direct the Armed Forces, Diplomatic Efforts and Agencies, and provide a basis on which he wants the clan to operate.
Section Four: The Vice President of the Terran Confederacy is President of the Senate. He receives a vote but is to direct the Senate in it's operations.
Section Five: The Prime Minister is to direct minor government affairs on the civilian level. He is to organize districts under the authority of the President. He is responsible for the conduct of all Confederate citizens and to maintain their conduct.
Section Six: The Prime Minister is to have command of all civilian militia's.
Section Seven: The Prime Minister in situations which citizens are in a state of insurrection or other rebellious acts, can declare a state of emergency in which he can use civilian militia for the purposes of restoring peace. The Prime Minster can also declare a state of martial law in which the Commander in Chief is to assign a military officer to aid in the peace restoration efforts and has the resources of the Confederacy at his disposal.
Article IV
Section One: All diplomatic efforts are to be decided by the President. The President can carry them out on his own or assign someone else to carry out diplomatic efforts.
Section Two: The Prime Minster can carry out diplomatic efforts under the authority of the Senate.
Section Three: Any alliance must be approved by the President, and the Senate. All non-aggression pacts can be ratified by the President. Trade agreements can be directed by the Prime Minster under the supervision of the Vice President and under the authority of the President.
Section Four: Declarations of War can be issued by majority vote of the Senate, Presidential approval, and the approval of the Prime Minister. Neither department can execute a declaration of war independently.
Article V
Section One: The Supreme Court is to be comprised of One Justice for every twenty people. In cases of an even number of justices, the Chief Justice's vote counts twice.
Section Two: The Supreme Court is to interpret the Constitution and decide what is and what isnt Constitutional.
Section Three: Justices are to be chosen by the President and must be approved by majority vote by the Senate. They will serve unlimited terms until they resign, are removed by the Senate and President, or become deceased or inactive.
Section Four: Justices and the Chief Justice can be removed from their position by majority vote of the Senate and approval of the President.
Section Five: The Chief Justice position is to be the Justice that has served the longest unless the President chooses to select someone else.
Article VI
Section One: The Senate and President can propose new amendments to the Constitution. All proposals can only be passed with majority approval of the Senate, approval from the President, and also approval of the Prime Minister. Only the Prime Minister can be overrided by the Senate with majority vote.
 
Amendment One: All citizens of the Terran Confederacy are guaranteed the freedom to speak what they chose and unless threatening is not to be controlled by the government.
Amendment Two: All citizens of the Terran Confederacy are guaranteed religous freedom which cannot be held against anyone for anything.
Amendment Three: The Terran Confederacy guarantees freedom of the press. The government cannot regulate any civilian news agency, or organization.
Amendment Four: All citizens are guaranteed equal civil rights. No citizen of the Confederacy shall be persecuted nor unfairly treated on account of his race, nationality, or color.
Amendment Five: The President can nominate citizens or military officers to serve in his cabinet. All selectees must be approved by the Senate.
Amendment Six: Should the President become incapacitated, the Executive Cabinet ca with majority vote temporarily remove him from his office in place of the heir to the Presidency.
