No one knows much about this mysterious masked hacker, save that he started small, for the most part, then attempted to "go public" and hit the big time by taking a big job. That job was for Senator Albert Brosky (Chairman of the System Upkeep Committee of the World Council), who wanted Chaotis to write viral coding into a system patch that was being sent to System Vector. The objective was to release viruses into the system, which would subsequently crash unnoticed. Brosky would then pocket the money being spent to do regular upkeep for the system, then "release" information that showed the system had suffered massive failure due to an unnoticed flaw in the code -- and he and Chaotis would get away scot-free.
While Chaotis fulfilled his end of the bargain nicely by writing a Class-12 virus named Ünres, the plan was foiled when a team of mercenaries led by Nathan Justice arrived in the isolated Vector and purged it of the viruses. Chaotis was linked to it, but since his location was unknown (as was his identity), he could not be caught -- though he did hint that Brosky had hhired him.
Later, Chaotis conspired with a Project Metaverse programmer named Cyrus Koracks to create a bug that would be uploaded into the Teracomputer. The bug, named Caliban, would affect the Prospero Protocols -- coding that regulated systems' weather generators, enabling Chaotis to control the weather and hold the Metaverse ransom. Once Caliban was uploaded, Chaotis hired a cyborg mercenary named Chrome to kill Koracks to sever that link. Once again, Justice entered the picture, having been hired by a Guardian to help investigate Koracks' murder and the Caliban bug. Justice obtained the cipher code that would disable Caliban, but Chaotis escaped.
Chaotis is human underneath his disguise, which consists of a red-and-black silk mask, done up like a harlequin's mask, half black and half red, the colors alternating as needed. He wears an outfit of similar colors, and uses a voice synthesizer to disguise his voice, making it sound high-pitched and obnoxious. He apparently knows Justice from a time previous to their first meeting in the Vector affair, though what exactly their connection is is unknown.
