Reed fashioned an energy draining “Wing”. This device gained Doom’s attention. Reed programmed the “Wing” to fly into outer space. Doom followed and beat himself. Galactus decreed when he left, that the Silver Surfer would never again soar the stars. Meaning, the Power Cosmic was bound by Earth’s atmosphere. When passed out of the atmosphere, the Power left him and returned to the Surfer.
