Citizen Armand Chauvelin, formerly the Marquis de Chauvelin, works for the Committee of Public Safety in France (which is why he gets to wear that nifty tricolor sash) during the Reign of Terror, sending people to get their heads lopped off by the guillotine as punishment for being traitors to the Republic, and he is the villain of The Scarlet Pimpernel and of many of its sequels. If you want, you could say that Chauvelin is Sir Percy Blakeney's archenemy. Why does this Blakeney joker need an archenemy, you ask? That's a very good question, because surely someone as cool as Chauvelin has better things to do than waste his time dealing with an imbecile like Percy. Actually, Percy's idiocy is just an act, and he is really the hero known as the Scarlet Pimpernel (*shhhh* don't tell ChauChau, it's supposed to be a surprise). Add blackmail, death threats, and a bunch of Englishmen playing dress-up, mix well, and you have an instant classic! In the Wildhorn/Knighton musical version of the story you also get the extra fun of a love triangle between Chauvelin, Percy, and Marguerite Blakeney.
