In 1984, an undeveloped roll of film was sent to film director Jamie Shandera. Shandera had worked on a film project a few years earlier with Bill Moore, who co-wrote The Roswell Incident, and contacted him about the film. Moore, in turn, contacted his long-time friend Stanton Friedman, a nuclear physicist turned UFO researcher.

When the film was developed, it contained duplicate sets of eight pages of documents which were classified Top Secret/MAJIC. The title page identified it as "Briefing Document: Operation Majestic 12, Prepared for President-elect Dwight D. Eisenhower: (Eyes Only)", and was dated 18 November, 1952.

The document goes on to explain that Majestic 12 is a TOP SECRET Research and Development/Intelligence Operation responsible directly and only to the President of the United States. After giving a brief history of the UFO crash recovery at Roswell, and a second one in the El Indio-Guerrero area of Texas, the briefing concludes that "the Majestic 12 Group remains of the unanimous opinion that the imposition of the strictest security precautions should continue without interruption into the new administration. At the same time, contingency plan MJ-1949-04P/78 (Top Secret - Eyes Only) should be held in continued readiness should the need to make a public announcement present itself."

A debate within the UFO community has been raging for years over the authenticity of these documents. Skeptics such as Philip Klass claim the Majestic 12 document is a hoax, citing stylistic inconsitencies with known government documents of the time. Citizens Against UFO Secrecy (CAUS) published a "debunking" of the MJ-12 document in the December 1985 issue of their newsletter, Just Cause. Among their reasons for classifing it as a hoax is the Executive Order mentioned in briefing. Executive Order #092447 is not an authentic order number, but may represent the date the order was signed.

Unable to give up the fight, Stanton Friedman has recently published a new book, Top Secret/MAJIC, which attempts to defend the authenticity of the documents, but gives people a chance to make their own conclusions.
