This one is actually about a race of aliens that have spent their entire existance is a state of cloaked and collect info about other races. Tuvok gets zapped with some energy beam that turns his brain to mush. He becomes a child who cannot even speak, and he for what it is like to be vulcan. Neelix helps him to cope and they become    very close.
