This is something that I constructed a few months ago, and it has an outstanding record.
Try doing this:
-Have a 30 card seed deck, 30 card draw and 13 card Q’s Tent. -Play only Federation(blue)ships and personnel, no NA, exceptions! -Play only characters that directly affect Jean Luc Picard. This should also include the ships. Example: The Future Enterprise WOULD count because it was part of his imaginary world created by Q in "All Good Things".
Overall deck structure: -Lots of Kivas Fajos -Lots of Palor Toffs -2 of each counter -5 Q’s Doorway(always use by choice, unless you’re running out of cards)
Seed Cards -Play 3 Space 3 Planet. And make sure the missions only require one or 2 people to complete. This way you can redshirt and get your artifacts fast. -Seed a Cryosatallite and 3 AU personnel. -Make nasty dilemma combos(combos will be discussed later)
Inside your Q side deck: -This is totally up to you. Try to stay in the theme range. Remember, no NA! No Rommies no Klingons!

No Treachery Deck
A neat theme idea is having no treachery in your deck. This would be a deck for loyal crewmembers or your affiliation. If you are too good compared to your opponent, try a Romulan No Treachery Deck! If you can do that, you can do anything!
If you play Klingon, try playing with either DuraS faction Klingons (DuraS, B'Etor, Lursa, Toral) or Gowron Faction (Gowron, Mogh, Kurn, ect) then you will have a more realistic deck than a deck where DuraS and Gowron cooperate to pass a mission! Include cards mainly from the Episode Redemption!
For Federation, try to make a no Treachery deck, because then the crew will work together, rather than having some guy like Roga Danar command the Enterprise! This deck is challenging to build, but fun in the end!
Treachery/ Espionage deck:
Include plenty of Espionage cards, lots of treachery, and plenty of Tal Shiar to complete both your missions and theirs. Also, make it so you haqve skills that make it easy to pass certain dilemma combos.
This deck could be interesting, and it would scare the opponent and eventually win because of its strategy! This deck works only for the Romulans
Space or Ground? Which is better?
You can choose 4 different successful decks: All Space Missions, 4 Ground / 2 space, 3 Ground / 3 Space, All Ground. All other combinations result in too many dilemmas being placed under one mission.
Ground/Space combination:
This deck requires a wide variety of personnel. There are many trademark "space" skills such as Astrophysics, Stellar Cartography, and Engineer, and planet skills such as Medical, Diplomacy, Leadership, and Archeology. Making a good planet/ space deck requires a player to mut enough people in to complete either the space or the planet dilemmas. This is incredibly challenging, but possible. It is made easier with the Federation, which has a nice blend of skills. Klingons have very good personnel for the missions separately,.but it would require a lot of Klingons to make an effective Planet Space deck because their people are specialized for missions (Kurak: Space, Gov Worf, Ground, ect.) The Romulans have excellent ground personnel, but lack in the space category.
Most people play space/ground becaise it is how the instructions specify it, and it is fair for players who play both space and planet dilemmas. Half Half is sometimes the best for people who actually regularly attempt the space missions, but the 4/2 combo is good for people who attempt planet missions and rely on artifacts to win.
Just Ground
This deck is very effective if designed right. This deck needs plenty of Females, many Medical, Medical kit, Many Security, and some androids. The Ground deck relies heavily on Genetronic Replecator, so the Medical Kit would be just the thing to make just about any Federation or Romulan crew nearly invincible (Klingons lack in the Officer Category). These decks are very common for tournaments, and artifacts are easily obtained.
Space Only
These decks are one of the best. What is necessary is Kurlan Nasicose, Cryosatilite and Hugh combined with lost of Q2's. The Borg ship is the feared dilemma, and it comes quite often. The Hugh will prevent the Borgt attack, and the Kurlan will help destroy the ship, especially ships with weapons of nine. The Klingons are the best race for attempting space-only decks. The Klingons have all the skills necessary for easy missions like Wormhole Negotiations and also the other 45 point mission Warped Space. The Klingons are also excellent at overcoming space dilemmas, and can easily wipe out the Borg ship with starships like the Maht'h-a and the BortaS. Space decks are very fasst because the dilemmas are spread thin and the opponent would more likely expect a planet deck. A must for this deck is John Doe who will protect you from Tarellian Plague ships and the like.

This card is the Genetronic Replecator for Space Missions. He nearly counters Rogue Borg attacks (unless he is randomly chosen to die), and stops cards like Tarellian Plague ships. He is a must in all space decks because he counters half of the space dilemmas, and also saves one personnel even if the whole crew dies.

He is not a very good card, it seems. There are equivalents from each race that are slightly better. Kurak is like him except has Science and more strength! The 10 points from test mission are unlikely to be gotten before he dies anyway, so that isn't useful. Basically use the race's equivalent to Timicin, or else use Dr. Reyga. Don't waste your deck space with him. He would be good except that he dies.

DuraS, the BAD Klingon. He is not just bad on the show, but also bad as a card. He has almost no useful skills. If you like Computer Skill and Leadership, use Nick Locarno who gives you a few bonuses and higher integrity. He is only good in a DuraS theme deck where you have the treacherous Klingons.

Great personnel, if you want to be killed! His odd cunning makes him a perfecr target for Hunter Gangs. He is the worst Klingon next to a Targ! Pick someone who is better, like B'iJik.

THE best Federation card. Has Critical Space Skills like Astrophysics, ENGINEER, and Computer Skill, and also has some Planet skills, but most importantly dilemma overcoming skills. His Exobiology is valuable, and his actual being-an android- is valuable in itself. There are many dilemmas which are resulved by having an android present, so Data sweeps through those dilemmas. Investigate Time Continuum is a great mission featuring Data as a person who can pass it alone. This Officer is excellent compared to most of the other bridge crew.

Julia Tainer is good in some decks, but worthless in most. She is an android which helps her, and she has Cybernetics which could be useful if one had more than one android in their hand. Her skills are best for a planet deck. She has only 2 workable skills; Geology and Computer Skill. The only problem is that no one knows is shw can be reported as an android to someone who has Cybernetics.

Romulans have no common range nine ships except this one. This is an excellent choice for Romulan Decks that have no intention of combat what so ever. They are fast, but lack a Cloaking Device to protect them from battle hungry Klingons who are waiting with their Weapons 8 Vor'chas to get a swipe at this ship. Try not to load too many crew on this ship! Great for suiciding against a Borg Ship to get it out of the way.

Great Common Romulan. He has rare, hard to find skills that are almost non-existant. His Medical is useful because Romulans really lack that Classification, and his skills are great. He has high integrity, but his Cunning is lacking for Romulans. Great card!

He is a really great Officer if you play with Latinum payoff. He can command a ship, lead it, and also use his greed. He has a strength that is greater than most Klingons! He could match up to gowron in Cunning and Strength, and he is COMMON! The Romulans have the best commons inthe set! They have commons equal to or better than Federation and Klingon Uncommons
