            The only people allowed outside of the Paolo Line into Chaos controlled shadow (Rest of Creation) are:

              Laszlo and Scherazade (Delegation to Ygg for Amber) - restricted to Ygg and the route home
              Zariya - Only access to Valdrusia/Acquitania only and Ygg
              Breyd - Only access to Mecklenberg, Haven, Ygg and routes in between.
              Alexis and Sabine - By Special Commission Only with signed letters from Oberon personally.
