THE STRATEGY FOR ACTION OF CRCA

MISSION

The mission of the Children's Human Rights Centre of Albania is:

a)      Active protection of children's rights in Albania

b)      The implementation of international standards for children's rights in Albania

c)      Open information for the violations of children's rights in Albania to all the interested bodies and those who prepare the policies for children's rights in Albania.

d)      The improvement of living conditions of children in the family, public institutions and society.

e)      Training for the members of the Parliament, different level of Courts, teachers, journalists, police and prisons officers.

THE OBJECTIVES

• OPEN INFORMATION FOR ALL ON THE SITUATION OF CHILDREN'S RIGHTS IN ALBANIA AND ON THE LEGAL INSTRUMENTS THAT PROTECT CHILDREN'S RIGHTS

• TRAINING OF THE PARLIAMENTARIANS, JUDGES, TEACHERS, POLICE AND PRISONS WORKERS ETC.

• EDUCATION OF CHILDREN'S RIGHTS IN SCHOOLS 

• PROTECTION OF CHILDREN'S RIGHTS IN ALBANIA

• DEVELOPMENT OF CHILDREN'S RIGHTS IN ALBANIA

THE STRATEGY FOR ACTION

The strategy for action of the Children's Human Rights Centre of Albania is based on the improvement and rise of children's rights in Albania through implementing fully in practice the national laws for the protection of children and their rights. Also it is important the implementation of international standards for children's rights.

This strategy it is active because we'll be implemented within a short period of time with concrete action and other direct measures, some of them urgently. This strategy during its implementation will respect all the objective changes of the Albanian society.

The strategy for action of CRCA it will be developed in two main directions: short - mid terms, long terms.

• THE SHORT - MID TERM STRATEGY OF CRCA

a) The assistance and pushing of governmental institutions for the appliance of existing laws which protect children's rights.

b) The implementation of new standards and laws for the protection and improvement of children's rights in Albania.

c) Open and effective information for the situation of children's rights in Albania to the governmental bodies, NGO's, children, mass media and all interested.

d) The training of parliamentarians, judges of different levels, NGO members, teachers, journalists, police and prisons officers. This will improve their level of awareness and action for the respect and the protection of children's rights.

• THE LONG TERM STRATEGY OF CRCA

a) The rise of the volume of the rights that children have in Albania, this depending to the social, political, economical evolution of the country and the changes to the mentality of the society.

b) Protection of children's rights through the professional and qualified legal assistance offered to children 

in need and without income

c) The involvement of the local communities in the case of the protection of children's rights;

d) The education of children's rights in primary, secondary and high schools, contributing so for the

acknowledgement of the rights from children.

f) On going training of parliamentarians, judges, NGO members, journalists, teachers, police and prisons 

workers on the issues of respect and protection of children's rights.

Increasing child participation in public institutions and other places where are decided the policies for 

children and their rights.

THE PLAN OF ACTION

Knowing the strategy for action of Children's Human Rights Centre of Albania, the plan of action that CRCA will follow during after year 1998 for the fulfilment of our mission follows as:

1. PROTECTION of children's rights through concrete actions as: fact finding missions, different studies in terrain, monitoring the Albanian mass media for children's rights and issues, the review of national laws or other acts from the Parliament or the Government dealing with children and children's rights.

2. LEGAL ASSISTANCE for children with problems or in need through legal counselling of children or their parents / legal representatives.

3. OPEN INFORMATION FOR ALL on the situation of children's rights in Albania, legal improvements in national and international level. Making known all the international conventions and rules for children's rights to the parliamentarians, governmental bodies, NGO members, researchers and all interested. Making known all the researches done on children's rights and children's issues. Making known to the Parliament, Government, mass media, NGO's and to the general public.

4. TRAINING of parliamentarians, judges, prosecutors, journalists, teachers, NGO members, police and prisons officers. The training will be done by well trained personnel in different issues of children's rights.

5. EDUCATION of children's rights in schools specifically in these issues: what are children's rights? Why we have rights and why they are important? Do children have obligations? What are the legal instruments, the conventions and laws that protect children's rights? The education of children's rights in schools is directly connected with the training of teachers and the directors of schools.
